DESCRIPTION

Achyut Koirala is a Cyber Policy Researcher, Technologist, and Chief Operating Officer at Cyber Alert Nepal. Holding a Bachelor in Information Technology and currently pursuing his LL.B., his work operates at the intersection of software engineering, cybersecurity, and public policy. He is a strong advocate for digital rights, working to democratize legal accessibility and establish the "Right to Cybersecurity" as a fundamental public entitlement. Achyut is also ISO/IEC 27001:2022 Lead Auditor, experienced in performing security audits, vulnerability assessments, and penetration testing for organizations across Nepal.

Achyut specializes in building resilient software systems and human-centric security frameworks. He leads product strategy for Nepal’s first continuous Human Risk Management platform and serves as the Lead Architect of niyam, an open-source Legal Knowledge Network simplifying Nepali statutory law. His technical stack spans Go, Node.js, TypeScript, React, gRPC, microservices, and security operations. He actively collaborates with local law enforcement and academic partners—including research roles with SNSF and Nepal Open University under *undisclosed program—to bridge technical execution with evidence-based policy reform.
